Visible light LEDs vary widely in voltage and current requirements. 5 series strings of 5 LEDs is the only arrangement that seems likely.1.8 volts per LED may be correct, but 1.4 volts from 5 not quite perfect AA may not be enough, so no resistor is needed. Even at 9 volts/1.8 volts, a ten ohm resistor in series with each string may restrict current sufficiently, and will make "reading" the current with a voltmeter easy.
