is it possible to pick up private, licensed use only frequencies with a standard two-way walkie-talkie?
My friends and I often use hand held transceivers to communicate as we all live in the same general area. We've used the same channel for approximately 6 months, but today, after turning the transceiver on, I picked up some random fuzzy chatter. A man then instructed that I change channels, as it was a licensed use only frequency. I've used two-way radios for over a decade and I've never of license only channels on standard, low band walkie-talkie frequencies.
Depends on the standard, if they are standards approved for the area they are used in, then there are several channels under the license they are covered by, and nobody has any more right to a particular channel than anyone else.
If they do not have appropriate approval, such as EU specification PMR446 equipment used in the USA, then they may conflict with other allocations.
Not sure of "low band", unless it's 27MHz (CB), where some models extend to the 28MHz licenced amateur radio band.
